인천대, 2023년 아시아경제공동체포럼 개최

(브레이크뉴스인천 박상도 기자) 인천대학교가 30일 학교가 후원하고 인천대 동북아발전연구원과 통일통합연구원이 공동주관기관으로 참여하는 2023년 아시아경제공동체포럼(Asia Economic Community Forum; AECF)이 11월 2일과 3일 인천 오라카이 센트럴 파크 호텔에서 ‘미중경쟁시대의 아시아경제공동체: APEC인가 IPEF인가?’라는 주제로 개최된다고 밝혔다.

인천대에 따르면, 지난 2009년 인천의 송도지역이 경제자유구역으로 지정되고 국제도시로 본격 개발되는 것을 계기로 인천을 아시아의 중심도시 및 “아시아의 브뤼셀 만들자”는 비전을 가지고 출범한 본 포럼은 금년으로 15회를 맞이한다.

15년 전인 2008년 설립된 외교부 산하 비영리법인인 아시아경제공동체재단(이사장 인천대 박제훈 교수)이 그간 포럼을 개최해 왔다.

2025년 APEC정상회의 한국개최를 계기로 향후 APEC연구를 강화하기 위한 재단의 전략에 맞추어 APEC을 중심 주제로 하면서 인천이 개최도시로 지정되는 데에 도움이 될 수 있도록 전체 포럼 프로그램을 기획했다.

포럼 주제는 미중경쟁시대에 있어서 APEC이 미국과 중국이 함께 공식 회원국으로 참여하는 유일한 경제협의체라는 점에 착안해 한국이 APEC을 지레대로 하여 미중 간의 협력을 이끌어 낼 수 있는 조정자 역할을 강화해야 한다는 전략적 함의를 가지고 있다.

미국은 작년부터 IPEF 즉 인도태평양 경제프레임워크라는 새로운 지역협력 이니셔티브를 추진하였고 한국은 이에 적극 참여하고 있다. 하지만 이러한 중국을 겨냥한 미국 주도의 새로운 지역협력 이니셔티브는 미중 간의 갈등을 고착화하고 심화시키는 문제가 있으며 한국에게는 중국과의 관계 유지에 고민거리를 제공하고 있다.

APEC은 이러한 한국의 양자택일의 외교적 선택의 어려움을 해결할 수 있는 대안이 될 수 있다.

이번 포럼은 이러한 미중경쟁시대에 있어서 아시아경제공동체 비전을 어떻게 추진하는가의 문제를 권위있는 국내외 전문가들과 논의하는 자리가 될 것이다.
